Why not leave one of the US space shuttles up at the ISS as a life boat in case of emergency departure?

It could be that the shuttle's systems are incredibly difficult to maintain over time. We'll never be told about all the corner-cutting they took making the shuttle marginally less expensive than an expendable launch system.
