If a file recovered with file recovery tools has an unreadable name, like "�00_0675.JPG.frd",is it a lost file?

Take this file �00_0675.JPG.frd rename it and remove the ,frd extension �00_0675.JPG. The check to see if it will open as a picture or graphic. Fiienames can not have two extensions in most cases. The only other answer would be an Undelete program.
