3 year old adoptee won't bark or play, any suggestions?

maybe she was mistreated when she would bark and probably the people who abandoned her never played with her. she might need more time to adapt to toys right now she probably doesnt even know what to do with toys so buy her a lot of toys and just throw them all on the floor for her and eventually she might pick the one she likes and if she doesnt try playing with the toys and she might be interested in doing that as well and just slowly introduce her to the toy. i have tried this many times with other dogs but it has taken quiet a while for them to understand that toys are ok to play with and that they are nothing out of this world.
