Who really should have more say about the FL and MI Democratic Primaries; the millions of voters or the DNC?

Sorry, in this case the DNC. counting these votes now would be like counting the practice shots before a basketball game. You go onto the floor knowing that those shots won't count. In this case we went into the primaries knowing those votes won't count because they voted before the official start time. The DNC did foresee this problem and suggested that the states hold caucuses to determine their delegates but the states failed to do so. In spite of all this I can see seating the delegates if the candidates can agree on a fair proportioning of the delegates, but probably neither side is looking for "fair" at this time!
